Rafael Yuste

Chair and Co-Founder

Rafael Yuste, M.D., Ph.D, is a neuroscientist at Columbia University, where he is Professor of Biological Sciences and Director of the Neurotechnology Center. Yuste and his laboratory pioneered the development of many imaging techniques in neuroscience. He led the researchers who proposed the US BRAIN Initiative and the International BRAIN Initiative. He also led the “Morningside” consortium who proposed novel human rights (“Neurorights”) to protect brain activity and brain data. He obtained awards from the Mayor of NYC, the Society for Neuroscience, the Director of the NIH and the Tällberg/Eliasson Global Leadership Prize. Yuste is Chairman of the Neurorights Foundation.

Hillary Brill

Board Member

Hillary Brill is a technology policy strategist, lawyer, and advisor with more than 25 years of experience advising policymakers, Fortune 500 companies, academic institutions, and public interest organizations. Brill founded HTB Strategies, a legislative advocacy and strategic planning practice. Brill served as Executive Director of the Georgetown Law Institute for Technology Law & Policy and currently teaches a first-of-its-kind curriculum on Technology Policy Practice and Digital Governance Policy. Prior to founding HTB Strategies, Brill held leadership roles at PayPal and eBay, served as congressional counsel to Congressman Rick Boucher on technology and communications matters, and practiced at Covington & Burling. Prior to her legal career, she served in a variety of roles at news outlets including Associated Press, CNN, Meet the Press, and ABC News. Brill received her B.A., magna cum laude, from Harvard University and her J.D., magna cum laude, from Georgetown.

Jamie Daves

Treasurer and Co-Founder

Jamie is Co-founder and Board Member at the Neurorights Foundation. He is the managing partner of Everyone, Inc., a venture studio that creates and invests in companies that deploy technology and regenerative economic strategies to advance health, learning, and economic opportunity. He has been a founder and executive at companies including Current TV and RedPill VR, an investor at City Light Capital, and served in government as a Special Assistant to the Chairman of the Federal Communications Commission. He is on the Board of Governors of The Institute of New Economic Thinking, Shine Global, and is a senior advisor to The World Liberty Congress. He is a graduate of The University of Pennsylvania and Stanford University Graduate School of Business.

Linda Delgado

Board Member

Linda Delgado is a former U.S. government Senior Executive who most recently served as Senior Advisor to U.S. Secretary of Agriculture Tom Vilsack. In that role, she served as the USDA Regulatory Officer and coordinated the department-wide implementation of the Bipartisan Infrastructure Law ($8.5B) and the Inflation Reduction Act ($39B). As a former legislative staffer in the U.S. House and Senate, and former Director of Government Affairs of Oxfam America, she brings decades of experience in policy strategy and advocacy. Linda also brings over a decade of non-profit executive experience that includes serving as the CFO of BirdLife International and Co-Director of the World Resources Institute’s Global Forest Watch program where she participated in international dialogues on standard setting, and technical negotiations with the private sector on the implementation of corporate public commitments. She is a graduate of Tufts University and the Kogod School of Business at American University.

Jared Genser

General Counsel and Co-Founder

Jared Genser is an international human rights lawyer with decades of experience on high profile cases. He is Managing Director of Perseus Strategies, Special Advisor on the Responsibility to Protect to the Organization of American States, Senior Tech Fellow at Harvard University’s Carr-Ryan Center for Human Rights, and outside General Counsel to the Neurorights Foundation. Genser was previously a partner in the government affairs practice of DLA Piper LLP and a management consultant with McKinsey & Company. He has also been a Lecturer in Law at Stanford Law School and an Adjunct Professor of Law at Georgetown University Law Center, University of Pennsylvania Law School, and University of Michigan Law School.

Megha Kumar

Board Member

Dr. Megha Kumar is Founder and CEO of Perceptio Lab, a digital risk advisory firm at the intersection of AI, geopolitics, cyber and regulation. For more than 15 years, she has long been a trusted advisor to C-Suite decision-makers in Fortune 500 and FTSE 100 companies on global geopolitics, emerging technology and regulatory trends. Within the public sector, she has worked extensively with major governments on national policy and regulations, and various international bodies, including the United Nations, IMF, NATO and the World Bank. Megha previously served as Chief Product Officer and Head of Geopolitical Risk at the global cyber consultancy CyXcel, where she advised firms in diverse sectors on cybersecurity, geopolitics and AI. Prior to joining CyXcel, Megha held senior leadership positions at Oxford Analytica, where she established and led the firm's Cybersecurity and Technology Practice, and also advised clients on Asian emerging markets. Before turning to consultancy, Megha lectured in history and politics at the University of Oxford, and was a journalist at two major Indian broadsheets. A researcher and writer on technology and gender rights, she holds an MA and doctorate from the University of Oxford, where she was a Rhodes Scholar and UNESCO Fellow.
